Foreign Rates and Regulations

If a piece of international mail weighs more than 16 ounces, a customs form is required by the Post Office that states the contents, sender, and destination of the piece.

Most foreign countries accept registered mail and insured mail, but not certified mail. Articles sent by parcel post require a customs declaration that declares the contents and value.
