Design Campus Water Line Replacement

$200,000 (FY04 capital renewal) This project will be the first of multiple phases to replace parts of the campus water distribution system. Water lines targeted for replacement consist of four to twelve inch mains ranging in age from 40 to 100 years. Lines in most urgent need of replacement are those serving Wham/Pulliam Hall, old Campus, Thompson Point, Engineering and the Agriculture Building. This project will replace aging domestic water lines within several areas on campus. Cochran & Wilken was selected via QBS. Design is complete. The project is on hold pending funding.
Design Coal Storage and Handling System

$3,300,000 The project will include a coal receiving system, a contained storage silo, and a plant feed system as well as associated site work. Funding will come from a combination of DCEO grant funds and state sppropriated monies available to the Carbondale campus. BRIC Partnership is the design consultant. The project is on hold pending funding.
Design Roof Renovations-various buildings

$500,000 (FY04 capital renewal) This project will replace roof membranes on various buildings. In all, the University owns approximately 525 buildings with a wide variety of roofing materials. As roofs are replaced, a concerted effort is being made to provide additional slopes on roofs for smaller buildings by using pre-manufactured trusses and standing seam metal. Poirier & Associates were selected via QBS. The project is on hold pending funding.

This project will provide combined facilities for Automotive and Aviation Technology programs. The facility will be constructed at the Southern Illinois Airport. 100% construction documents are under final review. Construction funds have not been released.
Design Bids Rejected Pedestrian Bridge across Lincoln Drive $1,500,000 This project will construct a 500-foot all-composite bridge across Lincoln Drive between Neckers and Engineering buildings. Project approval was received at the March 11, 1999 BOT meeting. BOT reviewed the bridge rendering at their July 8, 2004 meeting. Design documents are complete. Bids for the structure and superstructure are over budget. IDOT bid the project January 26, 2006. All bids are rejected. SIUC/IDOT are evaluating options for the project. This project is on hold.
Design General Core Curriculum Classroom Building $18,000,000 This project will construct a student orientated educational facility to serve SIUC's core educational programs planning. Planning approval was received at the September 14, 2006 BOT meeting. This project on hold. QBS process has been suspended.
Design Student Services Building $25,000,000 This project will construct a student-orientated service facility to serve SIUC's students, parents, and alumni. Planning approval was received at the September 14, 2006 BOT meeting. White & Borgognoni Architects was selected. White & Borgognoni is beginning program analysis phase.
Design Wind Generation Study $10,000(SIUC)

SIUC is partnering with Illinois Clean Energy Community Foundation (ICECF) . to study the feasibility of wind generation on the Carbondale campus. Currently ICECF has approved funding along with SIUC commitment to begin initial evaluation. This study will acquire site specific wind data to determine power generation feasibility. Wind instrumentation has been installed on the WSIU Radio Tower and data is being collected.
Design Research Park Interior Roadway $1,250,000 This project will design and construct additional roadways at the Southern Illinois Research Park. This improvement will allow future facility development within the SIRP campus. Project was approved at the September 20, 2007 BOT meeting. A/E selection via QBS was awarded to Hurst Rosche. Contract negotiation is underway.
Design Thompson Point Electrical Upgrade $700,000

This project will upgrade the electrical systems at Abbott and Smith Halls. Design will be completed by PPES. Project approval will be requested at the January 17, 2008, BOT meeting. The project will be constructed summer 2009. The project will be bid to electrical contractors December 2008.

Design Dunn-Richmond Roof Replacement $190,000 This project will replace the roof at Dunn-Richmond. PPES design is underway. Fall 2008 completion is anticipated.
Design Power Plant Roof Replacement $125,000 This project will replace the roof on the original Steam Plant. PPES design is underway. Facility Maintenance Fee funded. Fall 2008 completion is anticipated.
Design Parking Lot 6 Renovation & Expansion $300,000 This project will expand and resurface Parking Lot 6. BOT approval was received April 10, 2008. PPES will complete the design. This will be completed this fall pending completion of Morris Library Renovation.
Design Faner Roof Replacement $1,000,000 This project will replace approximately 65,540 square feet of roofing. BOT approval was received April 10, 2008. QBS process to select an A/E is underway. The project will funded by the Facility Maintenance Fee.
Design Agriculture Building Roof Replacement $600,000 This project will replace area C and D of the Ag Building roof. BOT approval was received on April 10, 2008. QBS process to select an A/E is underway. The project will be funded by the Facility Maintenance Fee.

Out for Bid New Cage and Rack Washer

This project includes the purchase of a new cage and rack washer. The demolition of the existing washer and the installation of the new washer will be performed by SIUC Physical Plant personnel. The project is currently in the bidding phase.
Out for Bid Football Stadium/Arena Renovation and Expansion $83,000,000 This project will construct a new football stadium on the south end of Saluki Way plan and renovate and expand the existing arena. Planning approval was received at the September 14, 2006 BOT meeting. A/E interviews were conducted on December 12, 2006. 360 Architecture was selected. Project progress was presented at the July 12, 2007 BOT meeting. BOT approval was received at the November 8, 2007 BOT meeting. Design is underway. J.E. Dunn has been selected via QBS for Construction Management. Relocation of the playfields and demolition of the six southern tennis courts was approved by the BOT on April 10, 2008. Plan includes construction of two new tennis courts west of the remaining six and a new storage/restroom building. Playfields, lights, and backstops to be relocated to south of the Driver Safety Training facilities. Estimate for this phase is $1.3 million.
Out for Bid Forestry Building Roof Replacement $125,000 The project will replace the roof at Forestry Building. PPES design is complete and the project has been delivered to Purchasing for bidding. Facility Maintenance Fee funded. Fall 2008 completion is anticipated.

This project consists of Engineering Fees for the development of plans and specifications to replace the lower economizer section of boiler #5. The project also includes the purchase and installation of the economizer (FY09 funds). This project was approved by the BOT on April 12 and is currently in the bidding phase.
Out for Bid IT Emergency Generator @ Wham

$375,000 This project will purchase and install a new 450kW emergency diesel generator and an uninterruptable power source (UPS) for computing equipment and air conditioners at the Wham building. Information Technology houses and supports enterprise wide computing resource systems utilized by the entire SIU system. These servers are located in the west end of the Wham building. Currently, the only back-up power source for the core servers is one 100kW uninterruptable power source that provides approximately one hour of reserve power. This project will replace the existing power distribution unit in the basement with 100 KVA (UPS) system. There will be a new brick wall built around the generator at the west end of Wham. The estimated total project budget is $375,000. Project approval will be requested at the June 12, 2008, BOT meeting.

This project will replace window awnings at Baldwin, Kellogg, Abbott, Smith and Warren Halls at Thompson Point Housing. The design and construction will be completed by the Physical Plant. Project approval was received at the January 17, 2008 BOT meeting. Construction demolition is to begin the week of April 19, 2008. The apparent low bid material supplier is Iron Eagle ($287,700). Physical Plant crafts will be doing the installation.

Work in Progress Renovate Kaplan Hall (Greek Row) for School of Law GIR#08209 estimate $85,000 - $95,000 SIUC Housing is proposing to convey possession of Kaplan Hall to SIUC School of Law for a period of three years. Physical Plant is renovating the building for School of Law for use as their Legal Clinic and associated business of the School of Law. During the April 10, 2008 meeting, the BOT approved the School of Law's request to occupy Kaplan Hall and convert it for administrative and academic purposes. Project is proposed to be complete by August 2008.
Work in Progress Sprinkler Installation - Thompson Point and University Hall $7,750,000

This project will design and install automatic sprinkler systems in the Thompson Point and University Hall residential facilities. This will include upgrades to the water distribution systems and fire alarm systems to facilitate the new fire suppression systems. Project was approved at the September 20, 2007 BOT meeting. A/E selection via QBS awarded to BRIC Engineering. Phase I, to be completed summer 2008, will install sprinklers in Steagall, Pierce, Brown and Bowyer Halls. General electrical and sprinkler contracts were awarded at the February 28, 2008, BOT meeting. Plumbing contract was awarded at the April 10, 2008, BOT meeting. The low bidders are: Sprinkler (Premier) $722,000; General (Lake) $432,855; Electrical (F.W.Electric) $54,450; Plumbing (Litton Enterprises) $442,000. Work is underway.
Work in Progress Security Camera & Access Control Systems - Thompson Point $750,000 GIR#08007

The project will design and install security cameras and electronic access control systems at all exterior entries to the Thompson Point residential facilities. Project was approved at the September 20, 2007 BOT meeting. Steagall, Pierce, Brown and Bowyer Hall will be done in the summer of 2008. Design work will be done by PPES and constructed by PSO electricians. Materials are on order. Work is underway.
Work in Progress Neely Hall Air Handler Replacement $450,000 This project will replace two air handling units located in the Neely Hall penthouse. Design is complete. Project bids were received April 24, 2007. Bids were over estimates. Project was re-bid in the fall of 2007 with work expected during the summer of 2008. Project was approved at the September 20, 2007 BOT meeting. Bids were received January 31, 2008. Revised project budget and award of contract was opened at the February 28, 2008, BOT meeting. Southern Illinois Piping is low bidder ($367,000). Work is underway.
Work in Progress Mae Smith-Replace Emergency Generator $176,000

This project will replace the existing emergency generator currently serving Mae Smith. The work will be completed during the summer of 2008. Generator procurement process is underway. Physical Plant will do the installation. Asbestos removal on old genertor started on April 15, 2008 and is now complete. Work is to start mid-may 2008. Project is 50% complete. Generator has arrived.
Work in Progress Exterior Campus Signage

$1,000,000 This project will develop way-finding signage on campus. This will include main entry, roadway directional signage, informational kiosks, and building identification signage. BOT reviewed the signage renderings at their July 8, 2004 meeting. Bid ADA Map Signage specifications for campus directional, kiosk and building identification signs have been developed and final quantities for both academic and auxiliaries are complete. Bids were received on January 10, 2006. Funding determinations for auxiliaries have been approved. Purchase orders for sign materials have been issued by purchasing. Shop drawings are approved. Sign fabrication and the installation of bases are underway. Installation began October 18, 2006 and will continue until completion. Remaining signs have been received for installation.
Work in Progress Coal Boiler Retrofit $9,490,000 This is a research project that will retrofit Boiler #2 with a new Riley Power water-cooled oscillating grate stoker. Fossil Coal Conversions, Inc. will provide funds in the amount of $5,290,000 with remaining $4,200,000 coming from DCEO. The project is substantially complete. Equipment testing is underway.
Work in Progress Install 5 new RTU's for 4 ballrooms & Corker Lounge at the Student Center

GIR#07213 - $475,000
Phase I, GIR#06190 is complete. All five curbs have been purchased and installed during new roof installation. RTU-1 (Corker Lounge) has been purchased and is on site. Approximately one-half of all ductwork has been installed. A 400 amp circuit breaker panel has been installed in 4th floor mechanical room with feeder to basement switch gear. Phase II, GIR#07213 will be done in FY08. Purchase remaining four RTUs and install all five RTUs. Finish all ductwork, electrical and control work. All five RTU's have been set; electrical and sheet metal work is continuing. Electricians are setting the Honeywell controls. (Project is complete.)
Work in Progress Morris Library Renovation & Addition

$54,022,325 This project will include renovation of the existing library and construction of approximate 50,000 gsf addition. Phillips Swager Associates, Inc. was selected via QBS process to complete the design for this project. In November the Governor made a commitment to release the construction funds for this project. Bids were open for the MEP on September 21, 2005 and bids from General Contractors were opened on September 28, 2005. Initial ventilation bids were rejected by CDB and re-bid November 17, 2005. The successful bidders are: River City Construction (General) $19,651,000; Southern Illinois Piping (Plumbing) $789,000; Automatic Fire Sprinkler (Sprinkler) $857,700; Southern Illinois Piping (Heating) $4,398,000; France Mechanical (Ventilation) $3,887,000; Brown Electric(Electrical) $4,088,629. The general contractor moved on-site February 6, 2006 and commenced site work and selective demolition. Entry Plaza/Water Feature (Phase II) bids were opened on March 22, 2006. The successful bidder was: River City Construction (General) $555,000. Exterior studs and sheeting at addition have been completed. Auditorium footings have been completed. Installation of elevator 3 continues. Electrical, mechanical and plumbing installations continue on floors 3 through 5. Steel erection completed for the auditorium. Brick work has commenced at the new addition. Work has started at the west loading dock. Floor leveling patchwork has commenced on the upper floors. Chiller 1 installation has commenced. Heat pump for upper floors has been installed. Work continues on floors 3 through 5 in preparation of turnover to University for occupancy. Loading dock poured and concrete apron and sidewalks at dock prepped for installation. Auditorium roofing is complete and parapet capping is being installed. Ceiling tile installation on 5th floor has commenced. Toilet fixtures have been installed on floors 3 and 5. Brick work has been completed on new addition and cleaning of brick has commenced. Plans are continuing for substantial completion of 5th floor with shelving units planned to commence delivery after the Thanksgiving holiday. Fire alarm, mechanical vents and elevators are undergoing testing procedures required for occupancy. Covered walkway was taken down. Zinc-coated wall shingles are being installed on the circular rotunda addition. Delivery of shelving for the 4th and 5th floors commenced on December 3, 2007 and last truck load was on December 11. Final assembly of 5th floor shelving is completed and 4th floor assembly is underway. Office furniture for 5th floor was delivered on December 5, 2007 and assembly has commenced. Transfer of books from basement will occur after holiday break. Inspection was conducted on elevators. Steam lines were connected and units are being started up. Substantial completion paperwork for floors 4 thru 7 has been issued for signatures. Work on 3rd floor continues with a tentative completion of January 21. Delivery of shelving is tentatively scheduled for January 22 with a scheduled five week assembly period. Third floor shelving is being assembled concurrent with the contractor finishing work and is 60% complete. Map cases have been moved onto the fourth floor. Moving of book collections to fifth floor commenced on February 25th. Occupancy of floors 3 thru 5 is tentatively scheduled for March 17, 2008. Work continues on 2nd floor installing drywall and ceiling grid. Demolition to commence in basement. Asbestos abatement on 1st floor to commence on March 17, 2008, with demolition to follow. Demolition is comlete in the basement. Plumbing and heating infrastructure is being installed. Painting of interior of new addition has commenced. Asbestos work is concluding. Mechanical, electrical, and plumbing rough-in work continues in basement and first floor. Soffits are being constructed in basement and first floor. Carpet, doors and hardware installation is continuing on the second floor. Plumbing for front entrance fountain has commenced.
Work in Progress Chancellor's Classroom Improvements

This project will continue the renovation of auditoriums and classrooms throughout campus. The original project began in FY03. FY06 funds completed auditorium renovations in Davis Auditorium located in Wham and Muckelroy Auditorium in the Agriculture Building. It will also continue classroom furniture replacement and technology improvements throughtout campus. Auditorium renovations in rooms 240 and 440 of the Neckers Building will begin summer of 2006. New flooring, seating, lighting, and painting is complete in the Neckers Auditoriums. New classroom chairs and instructor's podiums have been provided in the general classrooms in Pulliam and Quigley. Neckers auditoriums are complete. Due to campus budget reviews, the remainder of FY07 projects are on hold.
Work in Progress Housing-Grand & Wall Street Apartment Complex

$26,400,000 This project will develop an apartment sytle housing complex on the corner of Grand and Wall Street. The complex will provide 2 and 4 bedroom apartments with a total bed count of 400. Project approval was given at the February 2004 BOT meeting. Phillip Swager was selected via the QBS process. Pre-bid was May 25, 2005. Bid date was June 16, 2005.
Site work: Parking lots are in use by both students and contractors. The fountain is complete. Site landscaping and plantings are complete.
Bldg. A: The building is now fully occupied and seems to be working rather well. Small things arise and the contractors are dealing with the problems on a daily basis.
Bldg. B: Substantial completion was achieved on February 27th. All floors have had a punch list completed and remedial work is ongoing. Fire alarm and elevator were tested and certified on February 8th.
Bldg. C: Substantial completion was achieved on April 12th. Cabinets and appliances are complete. All apartments are painted and have been carpeted. Ceramic tile work is complete. All of the mechanical trades are complete. Punch list has been made and corrections are ongoing.

Work in Progress Energy Conservation Measures - General Campus $4,200,000 (COP sale)
$250,000 (Grant from Illinois Clean Energy)
Reviewing expenses to date and the remaining funds available. Priortizing potential projects and planning to expend remaining funds. This project includes converting T-12 lighting to high efficiency T-8 lighting, upgrades to electric motors, installing vending machine miser units, installation of "conserve-a-cap" plumbing fixtures as well as other miscellaneous energy conservation measures. SIUC anticipates replacing 66,000 T-12 lamps with T-8 lamps while eliminating an additional 16,000 T-12 lamps. A pilot project in Necker's yielded annual electrical savings of approximately 16%. The project is financed through COP sales. PSO received a $250,000 grant from Illinois Clean Energy to defray the cost of lighting upgrades for 18 buildings. The portion of the project related to the 18 buildings is complete. A new grant of $101,100 was awarded by Illinois Clean Energy May 2007 to defray cost of a $179,526 16 building lighting conversion project. To date, work has been completed in 14 of the buildings. Facility evaluation and design is continuing for additional campus facilities.

Jobs Complete Construct Dairy Hoop Structures

$210,000 This project will provide two "hoop structures" which are lightweight steel frames with translucent fabric stretched over the frames with large concrete block bases. One of the buildings will be 72' X 120' and the other 40' X 70'. These buildings will replace three wood pole barns that are scheduled to be demolished. The buildings will be shelters for cows and will be located at the Dairy Center along McLafferty Road. Bid opening for the construction of the hoops was on August 28, 2007 and EAHC, Inc. was the low bidder. A purchase order has been issued and work is scheduled to begin mid November. Erection of 40' x 70' structure is complete. The 72' x 120' to be delivered on or around 12/12/07. Erection of 72' x 120' is complete. Electric work on 72' x 120' is remaining. Work is complete.
Jobs Complete Power Plant Feasibility Study $50,000(SIUC)
$200,000(DCEO)
This project will determine the feasibility of constructing and operating a Coal Gasification Power Plant to produce power for state utilities. Department of Commerce and Economic Opportunity (DCEO) is partnering with SIUC to complete this study. The pre-feasibility study is complete.
Jobs Complete Student Center Exterior Window Tinting $240,000 This project will replace the tinting film on the exterior windows of the building. The project is being funded by the Repair, Replace and Reserve account #2-81201. The project bids were opened. The low bidder was Commercial Window Shield of Blissfield, MI. The award of a purchase order was challenged by one of the bidders. The project was re-bid on March 19, 2008 and Commercial Window Shield was low bidder and was awarded the contract for $62,292. The work is complete.
